Rev 2.0D-3 snapshot.

Main changes:
- Charger swapped to LTC4020 (incl. boost converter)
- 1.2V, 1.5V LDOs swapped to switchers (TLV62568), 1.1V+1.2V unified
- Audio chip and amp swapped to WM8960 which includes 2 amps and 2
volumes for speakers/headphones
- Headphone jack detection
- Optional routes for Boundary's PCIe 1 Refclk bodge wires
- Introduces extra LM2841X for standby power 3.3v with analog UVLO
- Introduces realtime clock PCF8523T
- Introduces cleaned up "keyboard system control port"
- Changes generic 2mm headers for USB and speakers to JST PH
- Power rail rework for more current
